According to Article 27 of the Enforcement Rules of the Administrative Enforcement Act, if an obligor meets any of the following conditions, the executing authority may, upon application by the obligor and with the consent of the transferring agency, approve installment payment of the enforcement amount:

1. The obligor is unable to fulfill the monetary public-law obligation in a single payment due to financial hardship.
2. The obligor has suffered significant property loss due to natural disasters or extraordinary events and is therefore unable to make a lump-sum payment of the monetary public-law obligation.

When applying for installment payment, the obligor must state the reasons for eligibility and provide relevant supporting documents.
