Main Policy of Chiayi Branch of the Executive Department of the Legal Department

 

1.At the beginning

This branch was ordered to be established on January 1, 2001. At the beginning, all the internal staff was new recruits. The numbers of cases transferred and handed over were quite huge, and the implementation of manpower was seriously insufficient. In order to implement fair taxation, extend the public authority, and increase the government’s financial revenue, this branch had eliminated all difficulties from the beginning and applied the enterprise management concept to obtain the maximum benefit with the minimum cost. In addition to pursuing the achievement of performance goals, the concept of establishing a "new institution and new culture" emphasizes the teamwork to take the initiative to avoid bureaucracy. Besides, this branch use management by walking around (MBWA) and management by objectives (MBO) as a means to build a new institution and new culture that is friendly, honest and efficient.

 

2.Connotation

2-1.Implement the concept of enterprise operations management

2-1-1.Imitate the business philosophy of Enterprise operations management:

Due to the limited funds of this institution, we must strive for the highest performance with the least cost. To pay our attention to the cost-benefit ratio, review the return on investments, and make improvements at any time. The specific approach is to save money as much as possible and to eliminate the waste. Every expenditure must reach the maximum marginal utility of its purpose.

2-1-2.Make full use of outsourcing and alternative service manpower to help promote the business:

In order to achieve the goal of enterprise operations management, some businesses that do not involve the execution of public power are subject to have public bidding committees handled by private companies in the branch office, such as administrative work, retrieving and distributing notices, receipts, arranging volumes, reporting, filing, and sending and receiving. It enables the executives to concentrate their firepower on the core matters of administrative execution, such as the seizure and auction of movable and immovable property, and the detention and management of related obligors. The branch currently has outsourcing personnel, all of whom have joined to assist in the processing of transfer notices and receipts, collation of dossiers, data registration, case closing, filing, information management, sending and receiving, etc. The branch also regularly assesses its workload and effectiveness every two months as a reference for reviewing the improvement. If there are any unsuitable outsourcing personnel, the outsourcing contracting company will be requested to replace the personnel, so that the branch can make sure the execution of the business and the effectiveness of work keep improving.

 

2-2.Establish the concept of organization performance-oriented

This branch office mainly deals with the compulsory execution of the obligation to pay money in public law with each execution unit. Each unit includes a clerk and an executive. According to the collected amount of each unit, we will generate the collection rate by some objective data in the principles of fairness, impartiality, and openness. Based on the settled receipts, objective and quantified execution results, and the implementation of case management system, we can control the execution performance, and have special personnel check the receipts, daily statistical reports, and then print various relevant performance reports on a monthly basis, finally put into the announcement.

In addition, according to the work reward plan issued by the Administrative Executive Department, the outstanding performers of the month will be publicly praised at the monthly work meeting. The list will be published publicly, which will implicitly develop the active spirit of the colleagues and the attitude of healthy competition. In order to stimulate colleagues' honor and morale, we emphasize clear rewards and penalties. The implement the performance evaluation of colleagues in each unit throughout the year will be an important reference basis for year-end performance appraisal, promotion, and transfer. By establishing the concept of organization performance-oriented, we hope to improve the performance of administrative execution.

 

2-3.Build a new culture of the positive and courageous organization

This branch is a new institution established after the establishment of the new government. Currently, there are 3 executive officers, 21 clerks, 12 executives, and a total of 54 employees, including the driver and co-workers. All colleagues should get rid of the passive laziness from the mentality of civil servants in the past. We must act proactively, discover problems, aim at problems, solve problems, make good use of the public power given by the law, and actively implement administrative execution. In this way, the public will see the determination of the government by building a new culture of the positive and courageous organization

 

3.Conclusion

After the establishment of the system and also under the guidance and assistance of the legal department and the executive officers at all levels, all colleagues of this branch uphold the integrity, efficiency, and friendly beliefs. We are committed to promoting business with the spirit of new institutions and new cultures.

Improve the quality of handling cases and achieve performance, coordinate with the transfer agency, implement the fairness of taxation and the maintenance of public power, advocate the concept of law-abiding and law-abiding, increase financial revenue, and achieve administrative execution and provide the convenience, benefit and closeness service for the people diligently work all the time to seek improvement.   In the future, we will continue to study how to improve the implementation of business, efficiency, and convenience of modern enterprise management methods such as convenience services. With the least cost, we strive for the highest performance and then establish the prestige of the government. Let the outside world give us a positive and affirmative evaluation. All colleagues of this branch are worthy of the high expectations of the publics and the officials, and also fulfill the purpose of the establishment of this institution.
